If you do not have any Gym Badges, you will need to get a Pokemon at level 10 or lower to obey. If you get a high level Pokemon from someone, they would never listen until you get the right amount Gym Badges for that Pokemon's level.

It depends on how many badges you have in which game. For example, after getting the 2nd badge in generation 4, Pokemon up to Lv.30 will obey you. In generation 5, after most badges the Pokemon that can obey you will go up by 10. (1st badge=Lv.10,2nd Badge=Lv.20...) All Pokemon will listen to you after you get all the badges.

It is because you do not have the correct gym badge. The gym badges typically allow you to control higher level Pokemon, a symbol of you mastery, if you will, and without this symbol, some Pokemon will not see a need to obey you.

If your Mew is hacked, it will never listen to you. It's programmed to ignore orders if hacked. This is the same for Deoxys as well. If it is not hacked, you probably just need to get some more badges. Higher-level Pokemon won't listen all the time until you have all the badges.
in order for trader Pokemon to listen to you. you need gym badges if you have al 8 badges they will obey and if you have 3 or four badges is going to e hard to train Pokemon

Yes, it will obey once you get more badges. After getting all 8 badges, all Pokemon will obey regardless of level. Do note, though, that getting certain Pokemon such as Deoxys by the use of a cheating device can cause them to disobey you even if you have all 8 badges.
Um... if you have 5 badges, you will have traded Pokemon that will actually listen to you. Let me put it this way, 5 badges=about lv 60 and lower. of course non traded Pokemon will always listen to you.
