To find Roserade you must go to Rythmi, the operator in the Ranger Union on the third floor and she will ask you to bring a Roserade to her. Go south of the Ranger Union and catch a Floatzal. Ride east and go down the waterfall. Then get off at the first dock and go to the deepest part of the forest where there is one giant patch of grass. This is the home of Roserade.
You have to go all the way to the bottom of that area, right next to the cave where Regirock lives. Roserade will be righ ton the edge of the trees.
