It is mostly a game of strategy where you have to see how much effort you will put in each event, and this determines your odds of winning, and gives you points. Whoever has the most points on that card wins the round and they get to keep special event cards. A long time ago in Panem, the dark days happened. During the dark days, the citizens of Panem rebelled against the capitol. The capitol forces the districts in line and make sure the dark days never happen again by holding the Hunger Games.
The Hunger Games began in Panem, which is the future ruins if North America. There are 12 districts. According to President Snow the Hunger Games was started as a reminder of the "dark days", and a reminder that the capital controlls the people and a reminder for them not to rebel. The streets are empty because every family is dreading the reaping because a child from their family might be chosen to be a tribute for the Hunger Games. The families will want to spend these couple days with their children because it might the last that they ever will.
