Questions about an items worth can usually be answered by looking up the item on the Shop Wizard or Trading Post. In this case the item seems very rare. I would advise putting the item up for trade for offers and neomailing collectors. The item database on Jellyneo has it at 125k but that seems rather low considering how few seem available.
You'd have to message the user with your offer and ask if they'll split the lot up.
The easiest way is to search the Trading Post/Auctions and buy them from another user. Sometimes you can find them on the Shop Wizard if you're lucky. The only other way to obtain them is through random events, and it's pretty unlikely that you'll find them that way.
When they are in your inventory, they'll have a pale blue box around them and be marked 'wearable'. But when they're in a shop, or on the trading post, there's actually no way to tell. The only thing you can do is search for the item on a third-party item database, and see if that tells you that it is wearable.
These do restock at the main food shop in Neopia Central, but they are Very Rare and coveted since they are a Gourmet Food Item. You can also try your luck at the Neopian Auctions and the Trading Post, but be prepared with 400,000+ NP with you before getting one.
Dessert would mean an item post-dinner. Post means after the fact, and pre means before so an example of an item pre-dinner might be an appetizer.
Dessert.

It depends on what you want to post on. If you want to post on something in the Catalog, then go to click on the item you want to and scroll down a little, there you can post a comment. If you can't comment, it means that the owner of the item disabled comments on that item. On places it's basically the same thing, go to the place, scroll down, and click on Comments. Sometimes the owner of that place disables comments, so you won't be able to post on those.
Yes! you can check the speed post delivery status online. Follow these steps:Note Down the Tracking Number (Item number): At the time of posting your item, the postmaster gives you a slip in which Item number has been mentioned as "EU70544**05IN"
The Post Office has a website so I would think there is a menu item for complaints.
