You can't put a petpet in a neohome as far as I know.

Go to "Customize your neohome" on the neohomes page. You'll see a rectangular box at the bottom. There will be some neohome items displayed. Drag and drop the items from the box onto the ground around or inside your neohome. Note: You cannot use items that have a shade of blue around it.

You can get a neohome by going to " Shops" in the over head list { The one that starts with Pet central} and then looking through the blue links until you find " neohomes". Click on it, and it will take you to a page and you just have to click " Create A Neohome" I have not done that before, because I have a classic Neohome,{ In which you go to the Bazaar, then to fine furniture, then click on neohome when the shopkeeper tells you about the nice things you can decorate your NEOHOME with.} So you will have to figure it out yourself after that. To view your neopets address, you would simply view your lookup. When you scroll down, you should see your neohome and the address. If you don't see the address, you might have to click on your neohome. If you don't see your neohome, you might not have a neohome.
