To recruit Lugia, you must first recruit all the three legendary bird pokemon which are Zapdos, Moltres and Articuno. You get their friend area, Legendary Island by recruiting them. After that, on the next day, talk to Alakazam. He will tell you something's up with the birds. Go see them. After that, you're going to be able to go to Silver Trench, where Lugia is. You cannot get Lugia on the first time you go battle it. It has to be starting from the second time. Just like with the birds, you get Lugia's friend area by recruiting it.
If you want to have better chances on recruiting Lugia, I suggest you use a Friend Bow if you have one.

∙ 14y agoyes you can by having a mystery part/secret slab in your bag and on floor 18 of surrounded sea hes supposed to have an easy recruit rate but i gave up and ended up taking my golden mask with me to recruit him
also here's the wonder mail codes for the golden mask, secret slab and two golden seeds(they raise your level by five!)

∙ 14y agoPalkia will Join your team on the second visit. You are not able to recruit it when You First Encounter it, So you must go back to Where you first battled it and Fight it again.
It will join you as long as you defeat it on the Second visit.
Dialga,Regigigas,Regice,Regirock, and Registeel are all The same - You must Deafeat
them on the second Visit, Too.

Lugia won't dissopear from the floor unless you defeat it, and even then you can still just exit and re-enter the dungeon, get to the eighteenth floor, then find it again. It helps to have the item Golden Mask or Amber Tear when recruiting Lugia as your leader's held item as this raises the recruit chance by 25%. Lugia's recruit rate is also 25%, as is Ho-Oh's, but there are other items that help recruit Lugia other than Golden Mask or Amber Tear, these are Raquaza's Treasure (obtained by defeating Raquaza at the summit of Sky Stairs then finding it in the golden chest) and the Friend Bow (rises recruit chances by 10%.) Having all these items won't really make a difference as you need to hold them, and giving them to your team members won't help either, so you have to pick one. I'm sorry if you already know all this, but you said "in surrounded sea" so you must know where it is and how to get it. Lugia will never perminantley dissopear from the dungeon unless you recruit it so you can try as many times as you desire!
