On what game? Mystery dungeon 1 blue/red you have to not be fugitives and then go back. Personally, I think zapdos is easiest to recruit first. Before you try to recruit them, you must have destroyed the meteor.
If your talking about pearl/diamond, I think they are after the elite four. You must visit Oak in eterna city. He wil say they are flying around.
Soul silver heart gold, they are in caves.

∙ 12y agoAfter you beat the Pokemon league go to Cinnabar isle. There is 3 islands surrounding the area. There called Thunder isle, ice isle, and fire isle. As I said before, beat the Pokemon league. You need to prepare AT LEAST 30 ultras for each. Their resistance are hard. If you have any Pokemon that can put them to sleep or paralysis, it's better. For Articuno bring a fire type. For Zapdos, no ground 'cause ground does not work on flying. So bring rock type for Zapdos. Not fighting type that has rock 'cause it has drill peck and it will always attack first(mostly). For Moltres, bring water type. Oh yeah, each isle contains 5 types of their own species like ice(water), fire, and electric. If you wanna catch them, then catch them.
