Your fouth official mission in Pokemon Mystery Dungeon is to rescue Metapod from the depths of Sinister Woods. It is not that hard for a dungeon, but you will need to develop your team to a decent level. A prerequesite to the Metapod dungeon level is that you complete five unofficial missions before you can receive it.
There are a lot of stat-problem inducing Pokemon in Sinister Woods. Be sure to avoid them with various seeds and status healers. On the plus side, there is an abundance of Gummis there, so stock up!
The only real challenge with Sinister Woods is that you battle Team Meanies on the 13th floor. Three Pokemon against two puts you in an unfair situation - but remember that you can throw Stun and Sleep Seeds at them to slow things down. I advise that you take out Gengar first, as he is the biggest dissadvantage to you. No Pokemon you have so far is effective against Ghost-types.
When Team Meanies is defeated, Metapod is rescued.
You should make it out of Sinister Woods. If not, stock up on items and raise your team's level and try it again.

It should be noted though, that Lucario is only a rescue rank or Pokemon statue and not a Pokemon that can be encountered. On a very rare occasion, you may meet a wayward Munchlax in Pokemon Square, but this Pokemon cannot be recruited like the various other Sinnoh Pokemon. Wait until the release of Pokemon Mystery Dungeon Time or Darkness Expedition. Those two DS games will see the introduction of Sinnoh Pokemon (including Lucario) as Pokemon that may be recruited in the game.
