After beating the Elite Four, the Pal Park will open. The Pal Park is at the bottom right of your map. You can migrate your Pokemon on the title screen, and in the Pal Park you can catch them! Don't worry. They'll give you Park Balls(Master Balls.) to catch them.
There is no way to catch a wild Torchic in Pokemon Platinum. The only way to get one in Platinum would be to transfer from the Generation 3 games (Ruby, Sapphire or Emerald) where it is a starter Pokemon.

To get your emerald Pokemon to platinum you transfer them in pal park.
I am sorry to say this but, you cant catch any of the Pokemon in platinum in ruby unless it is a hoenn Pokemon.
