You can use Pal Park as soon as you gain access to it in Fuchsia City. To use it, you must own a Nintendo DS or DS Lite. Have your Soul Silver game in the DS slot and place either Pokemon Ruby, Sapphire, Emerald, Leaf Green, or Fire Red in the GBA slot. Then turn on your DS and choose to play Soul Silver. When you get to the menu screen, do not press continue. Instead, scroll down and you should find an option similar to "migrate Pokemon".
Pal Park allows you to transfer six Pokemon from a generation three game (Ruby, Sapphire, Emerald, Leaf Green, and Fire Red) to your generation four game. There is no limit to how many you can transfer to Soul Silver per day, however you must transfer six Pokemon at a time.
Be warned that once you transfer your Pokemon, you will no longer have it on your GBA game. You cannot transfer your Pokemon back either.
Go towards the back of Fuchsa city, and that's where the pal park is.

∙ 13y agothe quickest way is with action replay code for walk trough walls but you can't trade pokemons with this way, sorry the only way you can migrate your pokemons is with the national pokedex
