you got to the GTS and you get a japanise DITTO.and then you go to route 3 and go in the daycare put your japanise DITTO in the daycare with the pokemon you want shiny and then breed them there is a 2568 chance geting a shiny out of masuda method and there is a 8965 chance of running in to a shiny pokemon in the grass. hope this helped.

Well, one way you can do it is that you can use the Masuda method. You need a foreign (Japanese or French) Pokemon and a regular American Pokemon and then you keep hatching eggs until you get one. Also you can just save in front of the poke balls that professor oak gives you and you just have to keep soft resetting.THANKS! ;D
Mew cannot be obtained in Pokemon Diamond without Action Replay or other methods of cheating, unfortunately. The chances for it being shiny would be the same as any other random encounter unless you also manipulated it using cheating devices. The chances of finding a shiny are 1 in 8192 (with exceptions such as the use of the Pokeradar or the Masuda method).

Ralts does not exist in Pokemon Gold/Silver/Crystal. It was added with Ruby and Sapphire. If you're referring to HeartGold version, Ralts can be found on Route 34, but encountering a shiny Pokemon is a 1/8,192 chance, so it could take weeks to months. If you use the Masuda method and breed your Ralts with a Pokemon from a different country the chance of the Ralts that hatches will be increased to a 1/1638 chance of being shiny!
