Well for one thing, much of the action is received rather than taken- War of the Worlds for example. Wells also had an odd tactic used in the Time Machine. For some unfathomable reason- he made the lead character anonymous ( the story is not written in the first person, lilke a diary or autobiography)- I never could see why The Time Traveller is nameless. The Invisible Man had a family name, why not the time machine operator? Wells tended to see the dark side, far more than Verne. There is not much comic relief in his Science Fiction works ( he did write other things, and so did Monsieur Verne., LaVerne, by the way, is both a female name ( laVerne Baker for example) in French and it also means Spring. I think it sounds much better than Printemps ( Springtime) which has a rather juvenile sound. oh well.
Jules Verne best merits this title. He also wrote stuff such as Michael Strogoff about, essentially, a Czarist IKGB agent, and things like around the world in 80 days which are not science fiction as he described no technics beyond his period. But, he did found the genre of science fiction, and how!
