No, Neville did not die. He killed Nagini, Voldemort's snake and last remaining Horcrux. Between the last chapter and the epilogue, Neville married Hannah Abbot and became Herbology professor at Hogwarts after Professor Sprout retired.

Not everyone becomes a ghost. And for this reason not all of those that have died in Harry Potter can be seen as ghosts. In fact none of the characters that the reader sees die actually become ghosts.
