Toph joined Team Avatar in Episode 6 of the second season, "Earth". The episode in which they meet her is called "The Blind Bandit". She stayed with Team Avatar throughout the rest of the series.
Toph was born blind, but she sees with her earthbending so it's okay, it's like nature reimbursed her for her disability. In the show "Avatar: The Last Airbender" Toph is blind because i belive she was born like that that's also the reason why her perents think that she is helpless and weak.

It is never revealed which actual city she is from though. ^^WRONG!^^ She's from Ba Sing Se. ^^WRONG!^^ She's not from Ba Sing Se because when the gang finally gets Long Feng arrested they find out that he had been intercepting letters intended for the children. Toph finds out that her mother had visited (key word) Ba Sing Se to discuss with her daughter the fact that she finally understands her and her love for Earthbending. It was a trap in the end because it turns out Xin Fu and Toph's old master sent that note out and knew Toph would try to find her mother. It was when they trapped her in a metal box that she discovered she could metal bend. She also mentioned multiple times how much she hated Ba Sing Se.

The only Non-Asians are the Water Bender Tribes, and Inuit/Eskimo is pretty much the in between for Asians and the other Native Americans, at least the North American tribes. It's a little late to worry about getting the races right. No. The actress (if any) hasn't been released yet. There is a rumor that says that Aang will not be trained in the skill of earthbending by Toph at all, but Long Feng. Apparantly, M.Night Shamalan (or however you spell his last name) has cut her out of the movie all together.
