She's not from Ba Sing Se because when the gang finally gets Long Feng arrested they find out that he had been intercepting letters intended for the children. Toph finds out that her mother had visited (key word) Ba Sing Se to discuss with her daughter the fact that she finally understands her and her love for Earthbending. It was a trap in the end because it turns out Xin Fu and Toph's old master sent that note out and knew Toph would try to find her mother. It was when they trapped her in a metal box that she discovered she could metal bend. She also mentioned multiple times how much she hated Ba Sing Se.
