Aside from the Red Gyarados found at the Lake of Rage in Gold, Silver, Crystal, HeartGold, and SoulSilver, the chances of finding any alternate colored Pokemon in the wild are always 8192 to 1 (except for Red, Blue and Yellow, where shiny Pokemon didn't exist yet). You can improve these chances with the Pokeradar or by breeding two Pokemon from different countries, but other than that, the chances NEVER change.
