Juliette Gordon Low was looking for something to do with her life when she met Lord Robert Baden-Powell, the founder of Boy Scouts and the scouting movement. She became interested in the new movement and helped start troops in the United Kingdom. When she returned to the United States, she knew that girls in America would want to be a part of the scouting movement, so she organized the first troop and developed the organization.
