Because Tiger Dragon is a triggered effect, just as long as the summon is not negated, then its effect will already activate, even before cards like Trap Hole can be used against it. Same for the Monarchs, etc.

Then even though they are destroyed by the Trap Hole, this does not stop their effects resolving as normal.
