Yes any Pokemon in the plant,ditto( This group consist of only the ditto species) or monster group for example Marowak,snover,vileplume or Carnivine can be breeded to have a turtwig ( The baby is always the same species as the mother unless it is breeded with ditto)

You need to trade to get it. Go to GTS building in jubelife city and enter. Note u need wifi to get this to work. You need to have seen turtwig or its evolutions 1st. You will see torterra definitely. Ask for that Pokemon and you will see who has this to trade. if you get torterra just breed with ditto to get turtwig. Or get a friend to trade you who has started with turtwig.
