If you used the cheat above Dragonite will be the only wild Pokemon, but you can fix it by getting advance map 1.92 and refreshing the wild Pokemon.
I'm not too sure about the actual code, but the above code is wrong. The above code will make all wild Pokemon be Dragonite from what I can tell. It will not let you catch other trainer's Pokemon.
Edited again: Here's the Action Replay code, but again, not sure about GameShark.

I use a VBA and if you put that code in gameshark.....well lets just say it will freeze it and if you reset it, then it wil just reset itself when you enter the game. :(
