you go to the same city as suicune was in in that tower, thats not the embedded tower, but close by it there is a bilding in which a bald man will ask you if you beat the citys gym leader, if you have then he will let you through. walk through there and youll come to a tower, enter inside and you have to find your way through a few floors and at the very top youll find ho oh .

Before you can go to the embedded tower to capture your game's Hoenn ledgendary, you need to have defeated Pokemon trainer red at Mt Silver peak and have gotten the kanto starter from prof oak. Then, fly back to New Bark Town in Johto (or cherrygrove city) and walk up route 30. You'll find a house there, but inside isn't Mr Pokemon's house, (that's the house you want), but if you talk to the man inside he'll give you an apricorn box and blab on about being mistaken for Mr Pokemon. Walk round the first house and you might want to use a max repel -there's a lot of tall grass there- and walk up. Eventually, you'll come across Mr. Pokemon's house. Go inside and talk to him. He'll say some things to you and then give you the red orb (Soul Silver) or the blue orb (Heart Gold). Then, fly to Cianwood city and walk into the cave entrance there. Go up the steps and ignore where you can use rock climb. Then, run outside and you'll come across a cave. Inside there is a man and two ladders. Take the down ladder and walk out of the cave. Surf west through two rocks and use rock climb to get up the cliff. You'll see a hiker and a cave. Talk to the hiker and he will say that inside the cave is the remaints of the embedded tower.

Go to route 47, and into the cliff cave. Go down the ladder on the right of the man, go outside at the bottom of the screen. U should be stood on about 6 tiles of beach. Surf, travel as far to the west as you can, onto a bit of beach, rock climb up until you see a hiker. Talk to the hiker (he wont battle you, this just confirms that this is the embedded tower), enter the cave. And u should see kyogre or rayquaza in front of you.

Go to Cianwood City

Go into the cave past the gym (cliff Edge gate)

Exit the cave so you are out on route 47

travel along r 47 until you reach a cave

enter and go downstairs

exit. now you are in a tiny island

Surf left until you reach afew rows of rocks with a small gap

surf through

now you should be on another small sand island

rock climb up twice and you are at the enterance to the embedded tower.
