∙ 9y agoRoute 118 in Pokemon Ruby has two sections, a western and an eastern section. For the western section, the problem that many trainers have is that they have no yet acquired Surf (HM03). The eastern section is no problem other than two trainers lurking around. Surf can be found in Ruby version in Rustboro city.

You can get to Hoenn in Emerald, Ruby, and Sapphire by starting the game. You can use the same method in the ORAS remakes. You cannot get to Hoenn in any other games.
