It's not in the U.S anymore, it's in remainings of North America, now called Panem. And the Districts are just spread out there on smaller areas, sort of like how we have states (in a way)

They don't specify where many of them are, but sometimes you can guess by little things they say about the districts.

District 12 is said to be in a place once called "appalachia," which probably refers to the Appalachian mountains. That and the forests Katniss hunts in tells you that District twelve probably covers most of New England and the Appalachian mountain chain.

District 11 is to the south of district 12 and they produce agriculture and fruit, so it probably includes places like Georgia and Florida. (Many more states than that actually, because it is said to be a huge district.)

I'm not sure about the rest, but I know that the Capitol and District two are in the rocky mountains.

You can probably figure out where they all are based on what they produce.

It was basically the Capitol's way of saying "We take your kids, kill them, and you can't do anything about it. If you tried you'd end up like your kids- dead"
