It's not in the U.S anymore, it's in remainings of North America, now called Panem. And the Districts are just spread out there on smaller areas, sort of like how we have states (in a way)
They don't specify where many of them are, but sometimes you can guess by little things they say about the districts.
District 12 is said to be in a place once called "appalachia," which probably refers to the Appalachian mountains. That and the forests Katniss hunts in tells you that District twelve probably covers most of New England and the Appalachian mountain chain.
District 11 is to the south of district 12 and they produce agriculture and fruit, so it probably includes places like Georgia and Florida. (Many more states than that actually, because it is said to be a huge district.)
I'm not sure about the rest, but I know that the Capitol and District two are in the rocky mountains.
You can probably figure out where they all are based on what they produce.

The Districts rebelled against the Capitol. In punishment the Capitol destroyed District thirteen and created the Hunger Games, as a way of saying that the "Dark Days" can never be repeated.

If you meant, how did Suzanne Collins get the idea- She was flicking through the channels, and had been watching part of a quiz show where there was money as a prize, and then onto a document on war. She was quite tired, and she dreamed the hunger games up- the war document and the quiz show had merged Or if you meant, why did the Capitol introduce the hunger games- The districts had an uprising, and once 12 districts were defeated, and the 13th obliterated, the treaty of the treason was signed. It decreed peace and quiet, but as a reminder of the dark days, each district was required to send one girl and one boy to fight to the death. It was basically the Capitol's way of saying "We take your kids, kill them, and you can't do anything about it. If you tried you'd end up like your kids- dead"

i've only read the first 150 pages and the last 10 pages, but here's what happens :katniss gets visited by president snow who tells her her "stunt" with the berries(in the hunger games) has caused uprisings, he then tells her to stop the uprisings by convincing the nation that she only defied the capitol because she's in love with peeta, not because she was being rebelious, if she doesn't president snow will kill her family and GaleGale admits to Katniss that he loves herPeeta proposes to Katniss on television to prove that they're really in love.victors of some of the other hunger games (including Peeta and Katniss) have to compete in the hunger games again.Uprising are taking place in District 8 so the whole district gets bombed.people are saying that district 13 hasn't actually been destroyed like the capitol says it has.In the end of book district 12 gets bombed, but katniss's family have gone to district 13, peeta and johanna (an ally) are being taken somewhere.
