Start with The Silmarillion. This will provide a reference point and a backdrop to any other of Tolkien's works you may read, as well as draw you into the histories of the elves in Beleriand and the tales of the Elder Days. A must read. After this, Unfinished Tales is probably the best one to move onto, as it has stories and information related to 'Rings and the Silmarillion. A slightly abbreviated version of the Children of Hurin is given here. The Children of Hurin. One of the "Great Tales," this is a stand-alone book that fleshes out the story given in the Silmarillion and Unfinished Tales. It deviates from the more distant and epic style of the Silmarillion for a more "immediate" and novel-like feel. A good read. If you want more information on the evolution of the Silmarillion, etc. and the history of Middle-earth, then the Histories of Middle-earth, incomplete pieces by Tolkien compiled by his son Christopher, are good for further reading. There are twelve volumes, but is not necessary to read them all.

So yes it is part of The Lord of the Rings universe and series but it's not technically one of the six Lord of the Rings books. Those books were published in three volumes, The Fellowship of the Ring, The Two Towers, and The Return of the King.
