Some look at Wayne's refusal of the Dirty Harry role a mistake or at least a missed opportunity. Wayne didn't see it that way. Although he thought the character was worth a look the language made him take a pass. He would not say the curse words that the script called for and the powers that be would not compromise. A stroke of luck for Clint Eastwood, but I doubt Wayne had any regrets.

He was. The role of Dirty Harry was first offered to Wayne but due to the language in the script he refused it. By default Clint Eastwood became Dirty Harry.
I had heard he was the first choice for Dirty Harry, I don`t know if the others you mention were offered it before Clint Eastwood got it.
