I'm just guessing but I would say Blizzard wait, no Shear Cold! A 1-hit-KO! Shear Cold is a spectacular move! But, it only has a 20% or 30% chance of hitting, so in that case, I guess Blizzard and Shear Cold are both great.
for instant ko's it's sheer cold but its got poor accuracy but overall blizzard but that's just my opinion but with hail its awesome

If an Ice type Pokemon knows hail it will give blizzard 100% accuracy. Also the ice Pokemon wont be hurt by it
Personally, I like Typhoon Lagoon better because I like to escape the cold, and think of a beach!

Key west is fun for a little while. The beaches there are very poor though, ugly I mean. Orlando is probably the best place because of things to do. You could visit Disney and Universal. The water is too cold during the winter to jump in the water so if you want to come to florida, go somewhere like Orlando and go to disney. If you do go to disney, buy the park hopper, it lets you go to all the parks, it's really worth it.
