Definitely not. She is a constitutional monarch. That is to say that she is in power by recognition of the institutions of State. Dictatorhip has no institutionalism but monarchy is legally recognised and embraced by the majority. This means that although she is not elected, the british want her to be their head of state. If someday the nations where she reigns think she is not suitable for them anymore, then a referendum will be held to decide the institutionalism of monarchy. Nowadays we have monarchies in Europe that work pretty well for the democracy of their own countries. All monarchies in Europe appear in the top 20 of the most democratic countries in the world. In the UK FOR INSTANCE, the Queen is the head and source of all branches of public power so she can be a neutral referee and watch over the interests of the nation. If the prime minister or a judge want to do something that is not constitutional or it's not for the best interest of her people, the Queen can refuse to accept those decisions.
