In the UK FOR INSTANCE, the Queen is the head and source of all branches of public power so she can be a neutral referee and watch over the interests of the nation. If the prime minister or a judge want to do something that is not constitutional or it's not for the best interest of her people, the Queen can refuse to accept those decisions.
