First you go to Cerulean City in Kanto, and there should be a route north of it. If you follow it and defeat all six of the trainers along it near the end of the game, you should be able to find and battle Suicune. Hope this helps! :)

when you step off the Golden Bridge you will be on Route 25, and it heads east to Bill's house, where his grandfather is housesitting and the cape where you will find Misty the Cerulean City Gym Leader at least twice.
