I believe what you would like to know is what region the game takes place. Emerald is set in the Hoenn region along with Ruby and Sapphire. Ash is not in the games but a boy named Red is he is the "Ash" of the games.

No, Ash Ketchum cannot be found in Pokémon SoulSilver however Red, who Ash was based off of can be found in Pokémon SoulSilver at the top of Mt. Silver, Red can be battled every time you've defeated Lance and Red will have a full party and his party consists of a Pikachu at Level 88, Charizard at Level 84, Blastoise at Level 84, Venusaur at Level 84, Snorlax at Level 82 and Lapras at Level 80.
