Neopets only allows you to have five accounts per email address. You are allowed one main account (in which you play games, have a shop, etc.), one guild account (only if your main account is the head of a guild and your guild account is allowed to have a guild shop.), and the rest are only supposed to have galleries.
You can search it in the shop wizard, trading post or auctions or you can search it in the searchbar on the side of neopets and go to the link of the shop it gets sold in to see if they are in stock.
Log onto a side account and buy it from the Shop Wizard, then send it to yourself from that account. It goes for about 900 neopoints. If you don't have a side account, you can neomail me, cutie_chic444.
I use a side account to search and buy the item (for any Faerie quest) using the Shopwizard, then I give/trade it to my main account.
I believe you can trade magma pets by transfer. I am not sure about just putting them in the pound though someone told me they saw one there. If you want to trade any pet to a specific person or side account, it is better to wait until you have a transfer available on both accounts. That way your pet is sure to get where you want it to go instead of going to a random stranger through the pound.

It depends on what you mean by Cheating and PlayStation Network. If you mean PlayStation Home then you can report them by pressing "Select" (opposite side on the controller of the START button). If you mean on the Network overall (accounts, trophies, online multiplayer, etc.) you need to contact Sony if it is against their terms of service.
