The easiest way to catch Ditto is to have it copy a Pokemon of a weaker element and attack it with a stronger element Pokemon.
For example:
If you have it copy a fire element Pokemon, switch your Pokemon (the one ditto copied) to a water or rock element. (Plan ahead so that you don't accidentally knock it out.)
They are found on Route 14 & 15 (weakest), Pokemon Mansion (slightly stronger) and Cerulean Cave (usually over level 50).
