Yes, it is very true.
Hobbits, at first glance, don't appear to be very capable/strong because of their lack of size. However, as Frodo, Bilbo, Sam, etc prove, you can't merely judge hobbits based on their size because they are actually extremely able people that can surprise you. All true, but it was a specific statement. Gandalf said it of both Bilbo and Frodo. After Bilbo was able to escape the orcs and Gollum and after Frodo was skewered in Moria. Both times Gandalf had a suspicion they were keeping secrets, but he left it up to them to explain.
Hobbits are small half sized humans that exist only in stories. Most of them have either think brown hair or thick red hair. They have no need for shoes because they have natural "leather padded" feet. They enjoy bright colors on their clothing, including yellow, and green. Eating is something that is really important to the Hobbits. It is a regular routine.
I think his personality actually changes. In the beginning, he's just a normal young hobbit. Then he gets the Ring, it screws up his life, and he becomes emo. Think about it; it's totally true.
he was never truly healed in middle-earth, he had to sail to the true-west for that. assume the Valar healed him there.
His name was and is still Smeagol, but even he forgot it. It was only because Frodo calling him by it that he remembered. His nickname so to speak is Gollum due to the sound he makes in his throat.

Gandalf told Frodo about Gollum's history while they were at Bag End then later in the story Frodo told Gollum his true name.
