exodia can be but only if you have all five parts or exodius the ultimate forbidden lord but the strongest card is dragon master knight
Follow the instructions on his card. You must have at least one monster in your graveyard, and to pay the summoning cost, you must return all monsters in your graveyard to deck. Then place Exodius on the field, and that's him summoned.

It could possibly be the Japanese version of Exodia Necross, or Exodius the Ultimate Forbidden Lord. However there are plenty of fakes, you'd have to show us the card so we can see for ourselves.
