Immediately. As soon as you got the stone and you have a Pokemon to evolve it with, just evolve it. There's not reason to wait. Another good reason to do it immedietly is because when a Pokemon evolves its stats go up. So don't wait, just evolve it.If this is a Pokemon in your team that you use, then it should be done as soon as you can do it. But if it's just a Pokemon in your PC then you don't really need to do it as soon.

Your not really cheating but the game thinks that you traded Machamp. There are 4 ways you can evolve machoke. 1 You trade him. 2 The game thinks you traded him. 3 You migrate it to pal park from Pokemon Diamond, Pearl or Platnum and then when it grows a level it will evolve. Or 4 You use the rock stone wich you can only find in emerald, Diamond, Platnuim and Pearl. You can trade a Pokemon from you Emerald game attached with the rock stone only found in team magma HQ.
There is a reason for Machoke, Haunter(not 3rd gen), Kadabra and in your case Graveler to appear in every single Pokemon GB RPG game to date ... somebody else have to buy the game for them to evolve :P. You have to trade it to someone else for it to evolve and then you trade it back.
