Since the Masterball has a 100% catch rate, receiving more than one would make catching Pokemon irrelevant, so you will need to plan which Pokemon to catch with the Masterball.
There is no way to ONLY encounter fire pokemon, there are places where there is a high rate to catch fire pokemon. But there is no place where you can only catch fire pokemon.

If 35 HRC is high on the Rockwell scale or not is quite relative to what you would define as high. A typical axe would rate at around 45-55 HRC, while high quality steel knives would rate at about 55-66 HRC.
