Go to a mart. And find a clipboard near a PokéMart Clerk and 'write' "Link Together With All". Then save, turn off your game, then turn back it on. It's right under new game! :)

Answer 2!Go to Jubilife City, and at the Television Station, go inside and onto the third floor; and you'll see a guy next to woman, on an orange-patterned floor. If you talk to him (press "A" in front/side/back of him) he'll say, "Hey there! How's it going? I'm a TV producer here. Are you watching TV? So, let me ask you. Will you tell me your opinion on TV?" Say 'Yes'. And you should say (to get Mystery Gift, or 'MG' as it is called) "WI-FI CONNECTION" then press confirm. And then after that, he'll say, "Oh, yeah? That's interesting. Moving right along, what feedback can you give me about TV?" Then you say "EVERYONE HAPPY" then press confirm. Then he'll say, "Oh, yeah? That's interesting. Thanks for answering my questions. I may pull some strings and give you a Mystery Gift. Keep your channel tuned to Jubilife TV!" Save, turn off your DS, then turn in back on, if you want to get to the menu quick, I suggest you press "A" to the Dialga/Palkia with the Diamon/Pearl on it's back, press "Start" or "A". The Mystery Gift button will be under the "New Game" square, and if you want an Azure Flute for Arceus or something, you select "Recive Gift". Be by a friend, use via WFC, or via Wireless. It all depends on what you're doing! ;)

2nd answer is backwards
What the last person meant was that if you answer Everyone Happy first then Wifi Connection last then the mystery gift will appear in the menu. This is for Pokemon Diamond and Pearl. The mystery gift option in the menu appeared for me in Pokemon Heartgold and Soulsilver once I had obtained all 12 gym badges.
