Head to Four Island and go to the right you will find some water to Surf on go up and the cave will be right their. Inside you can find HM07 which contains Waterfall use this move to climb the waterfall at the start of the cave and you will find Lorelei she will ask for your aid against the Rocket's do so then speak to Lorelei then leave the cave. Since you completed this you can now enter the cave called Dotted Hole on Six Island.
