You need to buy the Friend Area "Rainbow Peak" to make Ho-oh join your rescue team. I recommend that you use the Friend Bow (Here is a WonderMail code: ??7? ??(...)? 4??? +F?? F4?6 K??? It's in Tiny Woods on Floor 1. A Bulbasaur will give it to you if you rescue it.) to receive it. Ho-oh is on Level 50, so bring a few Reviver Seeds so you won't faint. Rainbow Peak can only fit Ho-oh, so it will be the only Pokemon in the area. The Friend Bow will make the recruit rate of Ho-oh be greater by 10%. Ho-oh will probably join your team because the recruit rate will be above 100%. But you can't recruit Ho-oh until you've beaten it at least once.
