you enter whirl islands and to get lugia you must have:silver wing,tital bell,Tm flash and then you go down the ladder then down the other ladder etc etc. then a maze going down will appear! follow the maze down down down until you reach a cave. go into it and 5 komono girls will be standing there...... they will talk to you then they start dancing then at the waterfall inside the cave, a shadow will appear. then lugia starts appearing from the waterfall. once again the komono girls will talk to you again and they say: it seems lugia has chosen you etc etc. then you use surf to go in front of lugia then save the game.

then click the A button! there you are battling lugia so to catch it use the masterball prof.elm gave you. hope this helped!

Once you get all 8 badges in Johto, go to Goldenrod city, & beat team rocket, once you beat their leader, an old man will come to you, & give you the Silver Wing. Then,go to Ecrutek city, bring Pokemon at least level 40.

Go to the Dance theater, you have to fight all 5 Kimino girls,

Each girl has one eevee evolution. So, the first one has Vaporeon, the second girl has Jolteon, etc. All of their Pokemon are at level 38.

When you defeat them, they should give you the tidel bell.

Go to Olivine town, & surf your way down to the Whirlpool islands, go to the bottom right(southern,east)Island, use flash to light your way through the maze.

Your Pokemon must know the moves: Strenghth, Flash, Surf, & Rock Smash.

When you get to the place where Lugia should be, the Kimino girls will be waiting for you there, use the tidel bell that they gave you, another bell will start to ring, & a song will play.

Lugia will come to you, he is at level 45.

after you get the eighth gym badge prof.elm will call you and will give you the master ball you go to the kamoto girls in ectutreak city.you will have to battle them and they will give you the tidal bell.go to whirl islands there will be a guy at the end and he will see if you have the silver wing wich you get for beating Giovanni in the johto radio tower in golden rod city.he will let you pass and go to the bottom floor cave there will be the kamoto girls and lugia will pop out of the water fall.

Soulsilver-

After you have gotten your Eight Badge (from Clair) and have defeated the Kimono Girls (in elite 4 style), Got the whirl islands and go into Lugia's cave in the basement. The Kimono girls will be there and they'll do a ritual that will awaken Lugia so you can battle it!

Heartgold-

After you have defeated the elite 4, go to the pewter city and get the silver wing. Then go to Lugia's Cave in the whirl islands to challenge Lugia.
