first,get the hm rock smash from a house next to the pokemart in mauville city, after that, defeat the mauville gym leader and go to venderatuf town , go in to the rusturf tunnel and you will see a man and a woman and there are 2 rocks in between them, talk to the rock and use rock smash.the man will give you the hm strength

When you have a Pokemon that knows Rock Smash, go to the rusturf tunnel and smash the rocks blocking the road. The friend of Wanda (Wally's niece) will give you the HM strength for helping him freeing the road between them. Make sure you do not forget to rock smash the other rock as well to clear the full path

EDIT:: I think you get Strength from Riley in Pokemon Platinum. In D/P, you would get it from the old lady at lost tower, but I'm pretty sure that you would get it from Riley at Iron Island, by the entrance. he will be standing there and you have to talk to him, and he will give you strength.
