The Gold Rush of 1849 was an important first step in California's path to statehood. It brought large numbers of American citizens and new immigrants to California. California quickly became vital to the United States and the region was granted statehood in 1850. California never was a US territory. It quickly passed from a Mexican territory to an independent military region to a state without a country until it became the 31st state in 1850.

Eugene H. Cota-Robles is an emeritus professor of microbiology at the University of California, Santa Cruz. Aside from his contributions as a researcher he was very active in recruiting minority students to apply to and study at the University of California from the earliest days of his career. In recognition for his contributions towards increasing diversity at the University of California the Regents named the University of California GPOP Fellowships after him (search on "Eugene Cota-Robles Fellowship Program" at any UC campus). He was born in Nogales, Arizona in 1926 to Mexican American parents, served on the heavy cruiser Baltimore during WWII and did his undergraduate work at the University of Arizona. He received a Ph.D. in Microbiology from U.C. Davis in about 1957, had a post-doctoral fellowship at the Karolinska Institute in Stockholm, Sweden and joined the faculty of UC Riverside in 1958.

A US Territory or as with Puerto Rico, a US Commonwealth, can apply for statehood into the United States first by a vote of the people in the territory. The US Congress accepts the finalized application. The territory, as one condition for example must have its own constitution.
An act of Congress granting statehood is typically known as an Enabling Act. This legislation outlines the conditions and requirements for a territory to become a state. Once these conditions are met, the territory can draft a constitution and apply for admission to the Union.

Article IV, Section 3 of the U.S. Constitution empowers the U.S. Congress to grant statehood. Congress is given the authority to determine the conditions for statehood except that new states cannot be created by merging or splitting existing states without the approval of both the U.S. Congress and the states' legislatures. Generally, a territory holds an election to determine the people's desire for statehood. If a majority desire statehood, then the territory proposes an enabling act to the US Congress for calling a constitutional convention. Congress then votes on the enabling act which lays out the the requirements that must be met as a prerequisite to statehood. The enabling act usually requires the prospective state to adopt a form of government and constitution that are in compliance with the U.S. Constitution. Once a constitutional convention has been held, and the requirements of the enabling act fulfilled, the territory then presents a resolution to the US Congress calling for statehood. Once both the House and Senate pass the resolution, it is sent to the US President for his signature. Once the President signs the joint resolution the territory is acknowledged as a U.S. state.
