The Gold Rush of 1849 was an important first step in California's path to statehood. It brought large numbers of American citizens and new immigrants to California. California quickly became vital to the United States and the region was granted statehood in 1850. California never was a US territory. It quickly passed from a Mexican territory to an independent military region to a state without a country until it became the 31st state in 1850.

Article IV, Section 3 of the U.S. Constitution empowers the U.S. Congress to grant statehood. Congress is given the authority to determine the conditions for statehood except that new states cannot be created by merging or splitting existing states without the approval of both the U.S. Congress and the states' legislatures.
