They are Tracker Jackers and the reason why is because the Gamemakers wanted something to follow the tributes for a long time so they created the Tracker Jackers to follow them. They can follow people for like a week.

The answer could be different but Katniss might have gotten killed if she would have startled the Tracker Jackers. or if she wouldn't get killed by the Tracker Jackers the tributes would probebly end up getting her becouse of her wounds or lack of water or food
