Yes, u must have the national dex an dbeat the elite four. It is level seventy. go to the route between lake valor and veilstone city and you will find a new path in the west. follow spring path to sendoff spring, then go into the cave. once inside, you must pass through three rooms with pillars in them and then the next room is where giratina lives.

the best way to catch giratina is to have a Pokemon with fals swip (it can kill a wild Pokemon but leaves it with at least 1 HP) but few Pokemon can learn it the only Pokemon i no that can learn it is drapion or scorupi
use it on giratina until it has 1 HP then use ultra ball dusk balls or even poke balls to catch him (it took me about 20 ultra balls to catch giratina)
