No, he was a Republican.
The answer would have to be 'yes'. Barry Goldwater started out his political life as a hard-line Republican conservative with a less than glowing report card (to say the least) on racial issues. But his is one of those cases where wisdom and reflection come with age. Later in life he candidly confessed to have been totally wrong on the issue of the emancipation of black people.
Although he remained hawkish on Communism, he became later in life a champion of anti-pollution laws and was firmly pro-choice, since this was in his view part of the 'personal liberties' that America stands for. He strongly objected to the pressure of conservative Christian organizations and people like Jerry Falwell and Pat Robertson on political issues and to the treatment of homosexuals by the Army. As early as in the Nineties, he accused right-wing Republicans of 'being extremists, and hurting the Republican Party more than the Democrats have ever done'.
Two years before his death he quipped to Republican Bob Dole: "We're the new liberals of the Republican party. Can you imagine that?"
