Yes it was. The first time a character like Rapunzel was displayed was probably 1637, from Giambattista Basile's Pentamerone. Rapunzel in itself is a German Fairy tale in the collection assembled by the Brothers Grimm, and was first published on the early 1800's I think, as part of Children & Household Tales.
