No, it is not true. According to the comics, Thor is the strongest avenger. In the 2012 Avengers movie, Thor nearly beat Hulk, but Hulk got distracted and started beating up an airplane. Thor is probably strongest because, Thor has the indestructible Mjolnir. As you saw in the movie, Hulk could not pick up the Mjolnir.

In battle Thor has always been able to stand toe to toe with Hulk however anytime he is not aided by Mjolnir he is at a distinct disadvantage and the result is ugly for Thor. That is just the Green Hulk. Red Hulk has been able to out strategize and overpower Thor. Even beating him senseless with Mjolnir and leaving him in space.
