It really depends on the level and the amount of care you put in. I mean, a Bibarel could be better than Dialga if you train it enough and care for it, but just leave Dialga alone and never use it. There is no real answer to this question, it really just depends. And level difference would help, too. A level 100 Bibarel can destroy a level 47 Dialga.
