You need to get an Arceus in HeartGold or SoulSilver. Go to the Ruins of Alph with Arceus and you'll meet a man underground if you head towards the north. After a bit of talking you access the Sinjoh ruins. Inside the ruins you meet the Sinnoh league Champion, Cynthia. After a bit of talking and an epic video you can choose a Dialga, Palkia or Giratina. They each hold a Adamant Orb, Lustrous Orb or Grisious Orb respectively. All of these Pokemon are at level 1 and can learn moves that the normal Dialga, Palkia and Giratina Cannot learn. They learn Metal Burst, Hydro Pump or Shadow Sneak respectively.
