What are Shining leaf's in HeartGold and SoulSilver?

Simple you can either use action replay, or you can go to concave city and find mew that holds a shiny stone. But make sure you capture mew with a pokeball because if you don't it will hold a charm thingy. after that find duskull and kill it with moves that r not affective to him, you will find that you have 99 leaf stones, or you can go to a forest and find a mold rock , if you press a on it there is 1 leaf stone. and the last way to do it is by getting your starter pokemon but then catch your first pokemon as more than a level 6 and it will hold it, these are all glitches.

The actual way to do it is well more complicated, go to route 6 and talk to someone there, i don't remember the person particularly, but i heard that he is wearing a hat

Basically a shiny leaf is an item that your Pokemon will pick up in a certain spot determined by its nature. Once you get 5 of these "Shiny Leaves" which you can see on your Pokemon summary card you can go talk to Lyra and she will give you an item called the leaf crown and a star on your trainer card. This does not help you in the game very much so I would not recommend going out of your way like I did to find the shiny leaves. A Shiny Leaf is a special item that your Pokemon can hold after walking in grass patches in certain areas, depending on their Nature.

Collect 5 and talk to Lrya in your house (upstairs) who will trade them in for a Leaf Stone and add a star to your profile.

Nothing immediately. If you show Lira/ Ethan a Pokemon that has 5 shiny leaves on it, you get a star on your trainer card and will obtain a leaf crown.
