a good start for looking is to go to oreburgh (or something like that) city and start there, there is a higher chance of getting fossils.
no fossils are found underground when you dig them up then take them to oreburgh city to the musuem and the man at the desk will change it into a pokemon
To put it in better words, you must use the Explorer's Kit to go underground and excavate bumps in the wall for fossils. You can pretty much have an infinite amount of fossils from all generations (except 2 of course). You then put those fossils in your bag and go to Oreburgh City's museum north of the city and talk to the blue haired scientist. Talk to him, choose the fossil, go out of the museum (like he says), go right back in, and there's your Pokémon.
BE SURE TO HAVE SOME SPACE IN YOUR POKÉMON INVENTORY!

if you want to make your fossil into a pokemon, take it to orebourugh museum with a spare slot in your party, talk to the guy at the desk, go out, go back in and you'll get a pokemon from the fossil lv.20

If you go to twist mountain and fin a worker with a blue uniform, he will give you a new fossil every day until he has given them all out. There are fossil's from every region, so far i have one, i don't know exactly how many, but he does give you all of them (So you can get the information on your pokedex.).
In Pokemon diamond you can get a skull fossil, which will form into Cranidos. After you get a national dex, you can get fossils from other regions.
Every fossil, except the fossil for shieldon, which you get in pearl sinnoh underground.
There is a total of 11 legendary Pokemon in diamond.
That isn't including any event Pokemon.
In the sinnoh pokedex there are 150 pokemon and in the national pokedex there are 497 pokemon, I think.

go into the underground, that's were you will find any fossil Pokemon. except on diamond, you cannot get a shieldon or lileap. those are only found on pearl. then go to the oreburgh museum and give your fossils to the professor and he will revive them!
Beat the Pokemon League, and you will be able to find all but one of the fossils of the ancient Pokemon. (For Diamond, all but Shieldon's fossil are available)
You go underground and just search. Skull fossils appear at random, but they aren't all that rare. You just have to search. Also, Cranidos Skull fossils can only be found in Pokemon diamond, and Sheildon Armor Fossils can only be found in Pokemon pearl.
You can get other fossils when you defeat the Elite Four and the Champion and receive the National Pokedex in Pokemon Diamond.
